Highest, least restricted editions, where all Group Policies actually work. The "Pro". Na, seriously, Pro Education is based on Pro and exactly as restricted, if not more. Education is based on Enterprise and lacks some preinstalled Apps.

That's why I put "only" between quotation marks. My point was to tell the OP that Enterprise is the SKU that contains it all. It's even slightly above Education.
By reading that, I remember that the german department of education (Bildungsministerium) and "institute for quality development at schools" only allowed "Windows Education" for their "internal teacher network" (using dark fibre for communications), but strictly forbid "Windows Pro Education". I wonder what could have been the main reason for this decision...they also enforced disabling Windows Firewall and recommend using "VirusScan Enterprise by McAfee".
As I discussed in another thread, there were at least two cases in W10 history where the updates for Enterprise (and PPI) lasted way longer than for other (non LTSx) SKUS . So, given the other differences between Ent and Edu are really minimal, the (relative) long support time-frame makes Enterprise a clear winner.
