Why is that ipconfig /flushdns needs admin on some machines and others do not need it?

    I have two Win10 Entp machines. One is desktop and other is laptop.
    Desktop needs elevated cmd to run flushdns and Laptop does not.

    User running the command is admin on both of these machines. File/Folder permission is exactly the same. Group policies are also same.

    After going through google searches, I have understood that this is not one odd case. Others have also faced it but no one knows the reason behind it.
