    Code:
    Dism /Online /Cleanup-Image /RestoreHealth

No, not at all. It will try to repair the corrupted files in the components store (WinSxS) from MS servers.

when it finishes, run sfc /scannow again.

You can boot from a usb or dvd and choose the "repair your computer" option and follow the various tools

I had a similar problem when I tried to relocate the ProgramData- and the Users-Folder to another drive (because of my limited SSD) Well long story short I didn't want to hear the warnings about relocating the ProgramData-Folder and messed up the whole access-rights in these folders. No sfc-scan or ohter "repair" function fixed it. I somehow got most of the folder accessable for the WinRT-sandbox but to fix all problems I came to the conclusion I have to do a complete reinstall (not only a repair and a recovery thingy)

If you also messed with the access-rights then it's better to make a clean install before you install more desktop-application on your new 8.1 Enterprise.
