I can't imagine that encryption is activated when you create a local offline account for Enterprise and Education
Getting off topic, BUT my understanding is Bitlocker requires a key (number) to be stored somewhere so if you do anything to your drives or software, you need the key to read the drive. Having an on-line account means its stored there by default, so what happens if you have a local off-line account. On all my 24H2 machines, bitlocker is not turned on. I wiould guess any "install of 24H2, if Bitlocker was being enabled on an off-line account, you would see it as the install would notify you with a key to write down. If so then dont like it, turn it off.

From the articles I was able to read so far regarding 24H2 enabling BitLocker by default is that Microsoft didn't mention (popup, notification, etc) that users drives were encrypted and because they didn't know (and weren't told so they should write down or backup there keys) that when they encounter a situation where they either needed to reinstall or clean install they were in for a shock because they didn't know and didn't backup there keys. For those who actually use BitLocker in the past and know what is needed and how it works, we have our keys backed up... and with a Microsoft/Windows Online account attached, the option to backup your BitLocker keys to your Microsoft Account online is offered as well as a couple more options to backup your keys. But for users that have no clue because Microsoft if so notorious at doing things behind the scenes and not educating the customers about things, there's going to be so heartaches as usually for users who will come to realize that there data is encrypted and locked because they didn't know or have a key, there only option left is to have to format the drives.
Users who have no clue don't know bitlocker is running and can't care about it, like with 99% of the other stuff people get OCD's about on tech sites.
until ... one day .. MY account not work anymore ... and i say to him . recover your keys ... OR .. format your compouter i also registeted to some FB forums, which in last than 2-3 weeks and i see 3-4 posts like this, my computer is locked ... why .. what ... etc
The other week was called by a friend and he asked me why he suddenly got a message about outlook not being able to receive messages, his laptop suddenly had onedrive backup enabled and it only had 5GB space but now his photos and holiday movies were backupped and all was full. I also noticed that bitlocker was enabled, he was already using an online account, so i checked the key, it was in the online account and i made a backup in a file to test and next i disabled bitlocker for him. MSFT/OEMs should not do this but they only do it on Home and not out of the box, on home (and less but also on pro iirc) they show you that nag screen about getting more out of windows and more secure by enabling it. But the majority doesn't notice that stuff and simply do what windows/msft suggests to do, i.e. many of my clients don't even know how to open windows update or when toe expect updates, But still, this tool is not changing windows settings, it disables checks during setup.
