Thank you for the suggestion... If I knew one I might, but why could that make a difference? When downloading I literally can see, that speed is basically non-existing... I then used ookla to confirm what I already saw.
Best option is to uninstal april update.If that solves problem than never update again. MS is trying to tank W7.

You can confirm yourself.Just uninstal update and see what happens. lf update is not culprit you can instal it again.
Did you update any network drivers after updating Windows? Could be an issue of older drivers on updated Windows 7...
What is the network controller name/model? Sometimes there might be internet speed differences at different times of day due to varying usage by others near you.
For that test I installed the march 2021 rollup updated ISO and ran the speedtest and made a sshot of it, next i updated to the april rollup and reran the speedtest and made the second sshot, results were fine on both.
Tbh I don't have experience with Atheros ethernet, but I suppose that the driver would be upgraded by the installer if needed. Uninstalling in advance might cut off your internet access if the downloaded version doesn't work for your motherboard and the previous driver is gone from your computer. I know you have mentioned already your Win10 PC has faster internet speeds now, but is the test conducted at around the same time or does your Win10 PC have a faster speed ethernet adapter (e.g. 2.5 Gigabit)? Finally, maybe switch ethernet cables? Edit: Do you have an un-updated Win7 PC on hand that you could test?
Btw, simply try to run good antivirus on your system. You can be infected. I saw this problem many times. Reinstall always solved this problem. And for latest drivers use Snappy Driver Installer as it's the easiest way to get them.
