No, it's definitely not a problem with Windows 2004, it's a problem with your computer's settings. Another option is that your current installation is corrupted. This usually happens when you upgrade from a previous version and keep the previous version's settings. You are not the first to have such a problem. The anus that saves you is a new clean installation of Windows. As far as I can tell you, it is quite likely that no Windows scan will show you any errors or problems, ie sfc.exe /scannow, for example, will not find any problems and also no dism search will find any problems. The reason is simple - they are not there. However, there is a lot of outdated data in your registry that you will not be able to remove by any method other than a new clean installation. PS. I personally also experienced a similar problem about a month ago with one computer what was updated using default updating system.
it was fresh win10 2004 with efi on mbr with few tweaks and apps installed just to test something iso file name en_windows_10_business_editions_version_2004_updated_july_2020_x64_dvd_8e76feb1.iso
If so, it is more complicated. You need to try to find what is causing the incomplete closure. This is very difficult to guess, but it is quite certain that a service or program will not close as needed, default closing time is 15 seconds, recommended not more than 5 seconds before it will be forced to close. If this is just a temporary installation and you remove it anyway soon, there is no point in searching, but if you plan to continue using it, you still need to find a reason.
Can you run the QT from here, and post the saved log, here in code tags? At least we then know what the system specs and setup is.
