Yes and it collects everything from your HDD's and stores it in a top secret location, the data collected is also sold to agencies so they can store it and use it against you in future. Or so some of the paranoid brigade would have you believe!
Well... I don't suppose they wil rip telemetry out just for the occasion, and give you a clean OS back. It's just another one of many updates that have been and will be in the future, in which I guess there will be even more keylogging and telemetry then they are already collecting.
