Is it even possible to use Windows 10 without it connecting to remote servers? If you boot a fresh Win 10 and press the start menu, it'll connect to MS store servers, the weather app servers, news tile servers, etc. If you change your IP is it possible for these apps to log that information sort of how cookies can on browsers?

Uninstall all "apps", simply don't connect to a network until you've killed as much of the invasive stuff and tweaked what settings you can.
