Microsoft has now finalized Windows 10, ready for its release later this month. Sources familiar with Microsoft's plans tell The Verge that the software giant has selected build 10240 as the final release to manufacturing (RTM) copy, allowing PC makers to start loading the software onto new machines ready for release. I don't know if MS removed debug code or what but this build is the fastest Windows build I have ever used. I used to know my Microsoft Office logos very well, now they flash and open. No more delay when typing on the start menu etc... Windows Hello works great with my Intel Realsense camera as well.

I have Windows 8.1 Pro activated by phone, Will I get Windows 10 activated ? If yes, will I be able to do clean install with ISO after after upgrade ?
Yes to all 3. A phone activation is still valid. Once your PC is ready for Windows 10, you will have to do an in place upgrade first, but once you've done that you will be able to clean install and it should automatically activate.
It's not RTM. It's a prelease build tailored to Insiders. Besides "RTM" isn't the same as it used to be. Most OEMS aren't shipping 10 until September, so RTM won't be done until ~August.
