Based on my work with recreating EnterpriseG from scratch (since you can't download it), it seems to be meant to be customized by partners:
- Default file associations are empty
- Probably does not come with any UWP apps preinstalled except Calculator and Microsoft Edge (can't verify this)
- No apps are pinned to the taskbar (except Mail app in case it was preinstalled)
- Does not come with OneDrive installed and does not contain its installer
- Windows Defender is disabled by Product Policy
- Branding can be customized
- Is not supported by Windows Insider Program
- Most likely does not support upgrades to newer versions using Windows Update

Here is something I know in the Chinese Government Edition.

Windows Defender and Telemetry from Microsoft are removed because they think these will leak the national secret.
Windows 8 and 8.1 are banned for Chinese Government Use because BitLocker don't support the cryptography algorithms made by Chinese.
I know this edition will have the 100+ years kms interval if you use the specific kms server to activate it.
