If you can't find a smaller version than that it is because it is not possible or it would cause a lot of problems. But why does this need to be 700 MB? Are you going to record this on a CD in the middle of 2020?
I really agree that Windows 10 is quite large in size and difficult to cut. On the other hand, there are quite readable copies of windows 7 reduced to 700 MB, even a little. Once it's possible with Windows 7, it might be with Windows 10. You may need a huge amount of compression and a little more work. Programs like NTLite and WinToolkit are capable of this. @Atari800XL meant WinPE (Windows Preinstall Environment). It's practically a "portable" stripped down Windows. Vanilla Winpe 10 is just about 280mb (x64) and 220mb (x32). A fully functional Windows (with desktop and explorer shell) + some tech tools can easily fit in a 450 or 500 mb bootable media.
Windows 10 has more features than Windows 7 and larger files. Even with Windows 8.1 it is difficult to get the same size that is possible with Windows 7. Much of the size of Windows 7 is due to the many drivers included which decreased a lot in 8.1 and even more in Windows 10. It is probably possible to achieve this in Windows 10 with NTLite and compressing in ESD but several features that are useful for many people need to be removed and therefore it must be difficult to create an image to be distributed on the internet. Sounds like a WinPE with explorer shell and some other "obligatory" executables and libraries such as process monitor and etc. - I downloaded the ISO and it looks like what I said, but it's using a third party shell. Looks like a good job. I wonder if someone is able to trim down the retail Windows 10 or port only the necessary stuff to the PE version.
Why dont you split the wim file in several swm files, you can install it that way from several CD per example.
