Is there anyway on upgrading it to 1903? If not, i would need to download the 1903 consumer ISO and is there a way to make it like LTSC? Please let me know.

Not by WU, that's an MS f*ckup. You should be able to directly upgrade to non-LTSC Enterprise, using the 1903 ISO. As licenses are easily switchable, both ISOs should work.

If there was a way to make non-LTSC behave exactly like LTSC, we would not need LTSC in the first place. The prime advantage of LTSC is that it's supported for a long time, virtually unchanged. For non-LTSC, support runs out much quicker.

A combination of Group Policies and PowerShell applied to Enterprise and to some degree with partial results to Pro would make the OS behave like LTSB/C.
However the support terms cannot be changed, at least not with normal tools.
There might be a way to install the LTSB/C patches to the regular version but this is not what I would call normal use of the OS.
