Download the french 16251 iso from either @adguard's TB Unlocked site or the Insider Preview iso download site, install it in a VM and let it download the 16257 UUP files and when it wants to reboot, shut the VM down and map the vmdk and use the mapped drive as source for @abbodi1406's UUP>ISO v12 tool and you have the 16257 fr-FR iso.
THIS. Noone knows why M$ creating bunch of useless editions, that's why masses misguided and started to think that x is better then y.
Thank you. I installed the French version 16251. Downloaded version 16257 (currently waiting for installation). On the other hand I have 2 problems: 1. UUP>ISO v12 did not recognize the path of the mapped drive as read-only. 2. What sku are you trying to upgrade? At what stage did you run the conversion tool? It should be at the "restart" stage.

But what sku is it? Pro for advanced pc's aka pro workstation? Because my 16251 pro workstation en-US VM wasn't able to even download the upgrade to 16257 (not on 16251.1 nor 26251.1000).
I installed Windows10_InsiderPreview_Client_x64_fr-fr_16251.iso (pro version) from MSDN. I have not had problems downloading version 16257.1. But can not convert it to "Workstation" (see previous post).

I had hoped to be able to test that scenario when the 16251 Pro-WS would have been able to upgrade to 16257, one VM, offline set to Pro-WS and one by just switching the license.
All or most features are now controlled by Product Policies, defined by the active license/key so either ways will have same outcome
