1. It is a Retail key, not a GVLK. 2. It is the very same key for both. 3. The license channel for the SKUs has only 1 key issued. In other words, it's only a placeholder key, one of many. It is not a valid license at all. Look at the "Total Keys Available = 1", the Group ID 999999 and the Part Number [TH]X99-99999.

It might still be a placeholder (due to both being the same). However, this could actually mean the return of the GUI as an add-on. The [RS5] in the part number and the rs_ is OK. Server 2019 is RS5 17763.x (aka 1809) branch.
It's +1 from the Server Core Azure rebrand, so it's its equivalent of Datacenter. Below it would be Server Azure Desktop Experience and above would be Datacenter Core. I may be wrong though. 20180 has three editions branded as (in order): Windows Server 2019 Azure ("Azure") Azure Stack HCI ("Azure Stack HCI") Windows Server 2019 Azure ("Azure") Looking at some more files, they all don't seem to actually have Desktop Experience. Branding is identical, some minor changes in servicing. 20170 only had 0x197 (ServerTurbine) and 0x196 (ServerAzureStackHCICor) as "physical editions" 20185 added 0x198 (ServerTurbineCor, Core equivalent of 0x197) Their disposition suggests they are equivalent to Datacenter and are just glorified rebrands (so winver looks cooler on Azure I guess) We'll have to wait for more files
im wondering why they are branding it as rs5 but using same kernel as windows vibranium its unclear i would gamble on mistake edit: see also windows client use this brand
