I had this issue with Windows 10 LTSC and 8 Pro and ended up giving up on localizations altogether, I wonder if Windows 11 will have the same fate. I have Russian friends who basically can't speak English at all, so having a Russian OS is a must for them. OK, I install Code: 26100.1.240331-1435.ge_release_CLIENT_ENTERPRISES_OEM_x64FRE_en-us.iso and then install the Russian language pack. 95% of the OS is in English including basically the entire Settings app. What I've tried: Uninstalling and reinstalling the language pack Changing the default locale to Russian Changing the system locale to Russian Changing the default, System and new profiles to Russian Obviously region and regional settings are set to Russian Multiple reboots as well. Running sysprep (do not do that - it will erase user profiles with the same names) after installing the language pack. Nothing, literally nothing helps. Has anyone gotten to the bottom of this? From a cursory Google search, it looks like the Russian locale is not the only one broken, people are having this issue with several other localizations as well, including Polish. Has Microsoft abandoned proper localizations? The last versions of Windows that could be localized were XP, Vista and 7. Edit: the language pack either didn't download and install properly or it needs to be installed prior to installing any updates. Topic solved.
Have you installed all the updates first? Like I said it all works prior to installing updates. After that barely anything gets translated.
Check the picture, it still is 26100.1, will check again with an updated install. But again, why not installing the ISO of the desired language to start with? ps, this is what you wrote:
