I know that I can do it with RC version, but since I waited for Windows Final, it would be nice to do this operation with AIK Final
The final AIK should be out the day the releases are posted to technet, but it might not be. I can't give an exact date but all I know is sometime in august.
I have heard you can't integrate LPs using vlite, mostly due to incompatibilities in the servicing layer of Vista and 7. The AIK and OPK can be used on any version. OEM and retail versions are both the same minus a few files on the real OEM DVDs to activate automatically. So yes you can use the AIK or OPK to integrate lang packs.
