Maybe dual boot Windows 7 and XP and revert to playing them both in XP.

pc or laptop ? (on laptops connecting via wifi certain network modes can give you poor performance, on mine i had to switch to N rather than B/G Mixed) it made my pings really random and my connection speed was cut in half.

    router or no router?

have you tried sg tcp optimizer?

    isp, connection speed?

also search for Leatrix Latency Fix, it may help.

    1) PC
    2)router
    3) yes
    4) isp about 2 mbps
    5) latency fix already installed

i am using either cable or sdsl leaning toward cable though
btw im on a wireless to the router(wireless N) i know cable is better but only option. i know it's not from being wireless cuz my pings were lower in xp.

also since im on wireless their is no flow control option
