    Winheg32.rom????
    In any case, in "Run" command, type "msconfig", then go to the startup tab in the msconfig window and see if there is a process named winheg. Disable that process, then reboot.

    Why don't you search for the file through start menu and see to which folder it takes you...and if it is associated with one of your recently installed software just uninstall that software.
