Windows 7 power management does not work

    I installed windows 7 professional downloaded from MSDN on my system but the power saver profile does not throttle the CPU even when min and max CPU is set to 5 % and 50 % respectively. The resource manager still shows CPU frequency at 100%. I have tested my system with Windows server 2008 and vista .In both these OS power management works fine.
    Please suggest

    Ive not come across this. What cpu do you have ? If its a newer intel do you have EIST and C1E enabled in bios ? The cpu should take care of its own power management.

    Is it a P4-M? Desktop P4s did not have speedstep.
