Windows 7 UEFI Keyboard/Mouse issues

    I installed Windows 7 in GPT/UEFI mode on my PC but when I try to set it up (chose Username, PC name etc), the keyboard and mouse does not work so I have to force shutdown the PC with power button, after I boot it again it asks me if I want to start Windows in safe mode or normal etc, I select normal and then keyboard works and I can continue setup. After reboot, at the login screen keyboard and mouse it not working again.

    They are both plugged in to a USB2 port and I have enabled Legacy USB in BIOS.
    I tried to unplug Keyboard/Mouse before boot and re-insert after Windows loads.
    The problem occurs in safe mode too.


    So, what is causing this and what solutions is there?

    Obviously the original adapter idea won't work.
