the program is supposed to patch themeservice.dll, themeui.dll and uxtheme.dll. i ran the x64 version to get the system32 .dll's, then the x86 to get the sysWOW64 .dll's and did a restart, apparently i deleted the x86 themeservice.dll in the patching process. now, ive tried running sfc /scannow MANY time, and in safe mode, with NO success, i could post the log if requested. really all i need is a copy of themeservice.dll x86, from the sysWOW64 folder version 6.1.7600.16385. ive searched the forums, google searched, and frankly, this is my last resource, any help would be greatly appreciated.

If I read correctly you have the x64 version. In the sysWOW64 there is no Themeservice.dll that only exists in the System32 folder. In SysWOW64 there is Themeui.dll Do you know which one you are looking for? Are you sure you are using x64?

turns out it was a video driver issue, just reinstalled my nvidia drivers and it was kosher, but thanks again for your help
