Windows 8.1 at first boot after clean install will offer to REFUSE upgrading to 10

    I've just installed Win 8.1 Pro x86 (Dutch) which whas updated upto August 2015 and during OOBE one or two updates got installed and at first boot after clean install it will offer to REFUSE upgrading to 10 next to "skipping it for now". I've done all updates and the Windows 10 nag app still doesn't show up.

    I will supply screenshots once i reinstall later this day :)
