I bought a notebook with Windows 8.1, but I replace the operative system with Windows 7. Can I use the OEM key in another computer? Key in BIOS is for Windows 8.1 Pro RTM. PIDGEN says:
I have to say preinstallations OEM: DM from OEMs are not transferable in Germany. They come with a device. System builder licenses can be sold without an device and must be transferable (OEM:NONSLP) This is at least how I understand all that confusing rights... Either way @OP . Yes it can be activated by phone automatisms. If you should get a human there (improbable, though) just say your mobo died.
Make sure you apply the right order of steps. Install 8.1 pro retail untouched ISO, enter generic retail key during setup. Once it's installed go to change key and enter the one from MSDMTable, It normally should not activate online since it has been activated already. Then go on with phone activation. Would be nice to hear from you, it at least worked when 8.1 came out....as you can find here @MDL confirmations....also a not yet activated one activated the first time even online on another device/vm....
One can also opt for new MediaCreationTool from MS which a) doesnt require key for download anymore, b) downloads smaller (single-index) ESD version and c) creates install media (ISO or direct to USB) which accepts 8.1 keys during setup .

It works!!! Windows is activated!!! I never activated my laptop that cames with Windows 8.1, i use the key in my desktop CPU and Works. I uninstall the key and try phone activation and works too. The only thing is that i haven't the Windows 10 upgrade icon.
"With Bing" is CoreConnected (CC) "SingleLanguage" is CoreSingleLanguage (CSL) and there is also a CoreConnectedSingleLanguage SKU (CCSL).
This is conform to my experiences. Regardless of EULA: A not yet activated MSDM serial is completely transferable and activates even online the first time. No hardware is tied to the preinstallation (OA3) when it leaves the manufacturer. Glad it still is that way...many companies have client PCs with a MSDM serial. But they do not use the license since they use MAK/KMS of the far superior w7. A lot of unused w8.x licenses can be found at companies..but nobody has activated them lol....
