AFAIK, since they are generic tokens, they can be used on another PC, as discussed you should have valid WMC keys for individual PC in order to get successful activation.

Unfortunately no. The upgrade through the store seems to include the critical extra behaviour of migrating the v1 tokens to v2. When you upgrade through an ISO, you are asked for a product key right at the start and migration does not happen. The whole point of the procedure is to create a set of tokens that will then work on any PC. As such, the procedure only has to be done once, once you got the tokens, it never needs to be repeated. In theory, it's enough for just one person in the world to go through the procedure, and then share the resulting tokens with the rest of the world. The tokens don't include any personal info or private product keys, so this would be completely safe.
Out of curiosity, does MS have a policy on how many times your legit personal WMC key can be transferred to another machine as long as it is being used by a single machine. Or is it random. Also, if you reinstall the OS on a new pc, will it activate online by the process mentioned or do you have to activate it by phone or MS customer service because the PC or Laptop has physically changed?

No, sorry. Wrong. I think you didn't read the post in detail or what the purpose of it is. The tokens do not contain a valid activation, and as such they are not hardware specific. You can use them on any PC. Their purpose is to accept the entry of a WMC key so that you can then activate with that. Only the WMC key needs to match your PC. Yes they do, the answer is 0. Legally, you are not allowed to transfer a WMC key between machines at all. Practically, a WMC key will not activate online on a second PC with different hardware. Even on the same PC, some changes make it not reactivate, for example changing the Hard Disk. If you really did not touch the hardware at all, then the same key will reactivate online on the same PC.
Well, it's still possible to activate it (the WMC promo key) offline (via phone) at different machine though. I've done exactly that with success just a few days ago. No idea how many times it can be done, but it's been the 3rd time with that particular key.
Certainly. I'm generally more concerned about online activation. The procedure described in the OP is also useful for those going for phone activation, since it allows the entry of the WMC upgrade key in the first place.
