    NO!

The RTM was compiled on August 23. 2013 for both Windows 8.1 RTM and Windows Server 2012 R2 RTM! GA (General Availbility) will be on October 18. 2013 while on August 27 2013 was the start of the delivery of Windows 8.1 RTM to the Microsoft OEM Partners. As Server 2012 R2 isn't sold over the OEM Channel, that will be available only on the same day as Windows 81. RTM to the Public!

Maybe I should have write more precise?!

In Thailand, a bit more than 2 years ago, as a customer would buy a new HP Server with preinstalled Windows Server 2012 about 1½ month before public release, he got to know that HP Thailand would get the OS not earlier as 2 weeks befor public Release and not 2 month upfront as Windows 7 or normal Windows versions for OEM's.
Finally my customer got the server 1 week after public Release and NOT with an OEM License, the License was an full MS License with full MS Support and Service.

The price for that Licens getting pre-installed was near the same as the shop version.

Same will happen for Server 2012 R2!

That's why I wrote that in my post you quoted. Sorry for that!
