Windows 8.1 user account is screwed up.... Programs can't see files How do I fix it?

    Windows 8.1 Escrow Update 17025. Recently I started noticing strange behavior.

    1. I can see certain files in certain folders (not hidden ones) when browsing through desktop folders, but several applications do NOT see those files when I browse the explorer through those applications. The files they do see were the ones created a while ago, but the ones they cannot see are the ones created recently. It means these files are not registering for my or some general account.... I also get messages about incorrect pathways...

    2. Even when I tick the "Hide unsupported refresh rates" button in Windows display settings - it still shows pretty much ALL refresh rates, even the ones unsupported.

    3. Some programs can see files, but they can't apply them for some reason.

    I am quite certain that its the user thing.... I only have ONE user account that is also an admin account. Is there a sure-way to reset my account somehow without losing all my data?

    Also, when I try to open applications as an admin - it doesn't help. You think Escrow did it?
