    How exactly is your USB stick formatted?
    98 SE does not accept all formats

    edit:
    It should also be a USB 2.0 stick (USB 3 sticks usually do not work)

    Perhaps if you need a localized CPL or dll or exe, doing it yourself is pretty straightforward, especially in w98 where there arent any problems with signatures and alike.

    Just open the file with a good resource editor, like restorator 2018, and change the strings.
