Any idea how to fix this?

You should provide more information about your system as well as your internet connection.
On base from what is here, there is not possible nothing to say, but only that your system is either damaged, misconfigured, or something completely unpredictable has happened with it.
However, it can be said that the speed of the Internet is in no way related to the computer, but only to the Internet service provider, the type of Internet connection and with the settings of your router and Wi-Fi network.
At first, please give as much info as possible, then may be possible to say something more.

    DELL Inspiron Intel(R) Core(TM) i5-8250U CPU @ 1.60GHz.
A lot of pages on google about this problem, no solutions.
I get this message when I'm connected to the house wifi, & connected to my Iphone hotspot.
As I said, i am not using any proxy.

Do you mean you have proxy settings and can't modify or save ?

Some tweaks have been done and you can not modify them. Is it a fresh installation or a homebrew iso downloaded from the net ?

Then call Dell support or try to refresh the machine after saving all you need.
Other question are you using a router, a switch, a box....?

Have a look in router parameters, something has been modified or reset it.

I was using IOBIT Advanced System Control & Malware Fighter. I had to reinstall Win 10 & the problem disapeared. After I reinstalled both programs the problem was here again. Restoring to a restore point just before the install solved the problem!

IOBIT Advanced System Control & Malware Fighter : NEVER AGAIN!
