Yes of course - is main answer. All above were only Q/A "ping-pong".
I taking my unpacked lp from 19041.1 pro-to-entG version and easily put to old and after to new version pro-to-entS. In both cases the script was done satisfactory.

Multi-level folders also do not work, but the previous Windows10.0-KB5004092-x64.cab+Windows10.0-KB5004092-x64.psf can be output normally.

 

It is restricted due to 256 characters limitation of DOS command.

 

Use creatingISO_22000.51_zh-cn_amd64_professional.cmd to download 22000.51 from uup. There are these three files in the bin folder. I don't understand how it does it.

Strangely, disabling the radio management service on 22000.51 will cause the network icon in the taskbar to disappear.

 

After all, registry way is easier than group policy for Windows Home edition.

 

Q: What is PSFExtractor.exe.config in BetaWorld's psf extraction tool set?
A: it defines the .NET version if .NET3 is not found.

cab --> Windows10.0-KB5004564-x64 (deployment files)
psf --> Package_for_RollupFix~~amd64~~22000.51.1.0 (binary files)

And Windows installs the LCU without combining these two folders into one:
