It has server in its name due to having ServerRdsh as an SKU.

    Code:
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing\RemovedEditionBasedSelectableUpdates

Maybe caused by those 3 shared packages meant for Client.

The very first 22463.1000 Server Preview is temporarily using some Client's App.

    e.g.
    1. Windows App SecHealthUI (which needs Store to update)
    2. Removed Terminal on WinXMenu (which is also Windows App)

Damn, the latest ESD "method" was how I was doing updates for years. Only recently I had some OS stability issues and I've joined the "x.1" base trend. I've convinced myself that my builds are more stable, but it's probably all a fashionable façade.

Q: What package is 20348.1 SecHealth UI?
    A: Microsoft-ShellCommon-merged-Package~31bf3856ad364e35~amd64~~10.0.20348.1.

But it also includes other components for Start and WinXMenu. i.e. Removing it will let you got stuck at Desktop until shutdown forcibly.
