    I don't think so since DISM requires at least Windows 7.

    Windows Package Manager (PKGMGR.exe) is used instead. After releasing of Windows 8, Microsoft says that all users should re-configure their old scripts to be used with DISM instead of Pkgmgr what become deprecated at that time.
