What do you exactly mean? It's a metaphor, right?
You disagree with the former or the latter?

    Microsoft-Windows-Security-SPP-Component-SKU-EnterpriseG-GVLK-Package
    Microsoft-Windows-Security-SPP-Component-SKU-EnterpriseG-Default-Package

Excuse me, both of them define ProductPolicy, EnterpriseG plus EnterpriseG-GVLK, what is the purpose?

Usually, GVLK-Package is exclusively for business channel.

    In official CMGE image,
    Code:
    Microsoft-Windows-Security-SPP-Component-SKU-EnterpriseG-GVLK-Package~31bf3856ad364e35~amd64~~10.0.15063.0.mum
    Microsoft-Windows-Security-SPP-Component-SKU-EnterpriseG-GVLK-Package~31bf3856ad364e35~amd64~~10.0.17134.1.mum
    Microsoft-Windows-Security-SPP-Component-SKU-EnterpriseG-GVLK-Package~31bf3856ad364e35~amd64~~10.0.17763.1.mum
    Microsoft-Windows-Security-SPP-Component-SKU-EnterpriseG-GVLK-Package~31bf3856ad364e35~amd64~~10.0.19041.1.mum

    In official ServerTurbine image,
    Code:
    Microsoft-Windows-Security-SPP-Component-SKU-ServerTurbine-GVLK-Package~31bf3856ad364e35~amd64~~10.0.20348.1.mum

    PS:
Business iso does not necessarily have GVLK-Package.

22621.1EnterpriseG was upgraded to 22621.3, Microsoft-OneCore-DirectX-Database-FOD-Package was uninstalled, do you know the reason?

    It is controlled by Microsoft-Windows-FodMetadata-Package.

    You can compare ActionList.xml.

Best guess: It requires something in product policy.

    So,

Start\Settings = UserExperience-Desktop-Package (aka FOD in previous builds.)

    WinX = ? (Product policy?)
