And offline installation always success. Online installation needs reboot and a lot of time.

Importing root.cer mannually works, but exporting the registry key you posted doesn't, it makes the catalog valid but somehow UAC doesn't admit it.

I found your certificate and exported it.

 

Importing the reg to an offline system can make the catalog valid, but it still breaks mmc until the root certificate is imported manually.

 

What does break mmc mean?

 

It shows a red UAC window. And there is no option to run it.
Guess Windows found a non-official cat and refuses to continue to find the official one
After removing all the self-signed cats, problem solved.

 

If catroot2 is not deleted, manually copied cat will not be included in the database.

 

Offine image (before installation) doesn't have catroot2.

 

22621.1 insider ISO includes catroot2. Try importing it manually using signtool catdb.

 

When created via unstaged method, no catroot found. And manually replacing works.

 

Can you solve this problem with signtool catdb on the online image? If you succeed, catroot2 can be copied.

 

There is no file in catroot2 in my image, why bother to increase its size?

New discovery: it seems that the timestamp certificate causes distrust, and different errors are reported using two different timestamps.
But you don't use a timestamp, so it's not the cause of the problem.
