I feel maybe using RegulatedPackage ESD is redundant for LTSC since from the .mum, RegulatedPackage = Common-RegulatedPackages + HolographicDesktop + RestrictedCodecsDolby LTSC already comes with Common-RegulatedPackages, so just adding RestrictedCodecsDolby mum should suffice. Correct me if I am wrong though.
The HolographicDesktop section can be deleted. Or add RestrictedCodecsDolby to the EnterpriseSEdition mum separately. Perform this operation before installing the LCU each time.

While dedup is interesting I dont think it will work well with Linux Dual boot. With Paragon NTFS3 driver available, mounting NTFS natively is very fast on linux. PPIProjection I don't know of, but looks interesting and I can try integrating it. Thank you.
I have little experience with NTFS3, but the "old" ntfs3g has a plugin to access deduped files. Obviously you can read and write safely on deduped partitions, but for actual deduplication you need Windows. It's the same if you want access disks deduped by Windows 15063+ using 10240, 10586 or 14393. You need a fresh dedup.sys, then you can access your files, but the old dedup wont work, you need 15063 - W11 to dedupe.
