The second pic is from a older Windows 10 version (propably 1709 or older). Have you tried different formats on drives? What kind of drive you are trying to use for backups?
Make shortcut or run this C:\Windows\System32\FileHistory.exe or %windir%\System32\FileHistory.exe Control Panel\System and Security\File History You must at first enable filehistory and then configure it. If it all have been done, only after that You can use it.
I personally don't use it, but just out of curiosity I tried now. I have Windows 10 x64 Pro version 21H1 OS Build 19043.1023 and absolutely everything works. I don't use it because it's very rudimentary and primitive. It also doesn't allow to choose what I want to sync. But the fact that you have a problem there has to be a local problem.
