Windows Firewall cant change some of your settings. Error code 0x8007042c

Cannot seem to activate my firewall after clean install of Windows 7 Ultimate X64

What did i exactly do after the clean install?

    1. Installed drivers: chipset, vga, microsoft framework

    2. Installed microsoft security essentials

    3. Manually Installed KB3138612 from Solution-Long-Scan-Issue-With-Windows-Update-in-Windows-7-SP1 thread

    4. Installed all important updates and fixes from windows update.

    5. Activated Windows 7 with Daz Loader 2.2.2, windows is now activated

    6. Everything is now ok and up to date, except for windows firewall that's still turned off.

    7. I'm unable to turn Windows Firewall on, receive this message: Windows Firewall cant change some of your settings. Error code 0x80070424

    8. I tried a full scan with microsoft security essentials, my computer is safe. Did a full clean and registry fix with cccleaner too and found some problems and fixed it.

Help this is driving me crazy... What else can i do to get rid of this error and activate windows firewall..?
