Windows Modern Settings Via Command Line?

    Up to all the "Modern/MDL" settings interface, you could change any Windows setting via command line, incorporate these in a simple *.bat, *.cmd, or even as arguments in a shortcut to quickly change a setting, or back again.

    Wondering if this is possible with the Modern/MDL interfaces? For example on a laptop, it would be nice to be able to quickly change the refresh rate to a lower rate to save power with a simple shortcut, or batch file without having to manually open Display settings > Advanced display settings, then change the refresh rate and close the dialog.

    There are of course command line applications to do this sort of thing like QRez, CSR, and Display Changer, as well as the bloat and shovel-ware applications that come bundled with laptops, but is there as way to do this natively?

    As well there are a lot of other settings that have been moved to Modern/MDL interfaces that would be nice to be able to access and change with out drilling through these poorly designed interfaces...
