Windows Server 2008 Problem with software access restriction

    Hi guys, I'm studying Windows Server 2008 in school and there's this problem in which I got 0 points in exam and I can't seem to find the solution. The problem was smth like this:

    In the Northwind Corporation, there's a software restriction policy that decides which programs can be run or not. The Financial Department uses an app called "Finance App". An employee of this department creates a shortcut of this app into the desktop (the real location of the app was not specified), but he cannot launch it, getting an error about a policy that disallows opening certain apps. We were required to explain how that was achieved?

    Any ideas would be welcome.

    i imagine with app locker.
    but im not qualified to answer fully.
    i imagine there would be a permission that requires only some employees to run the app.
