The license acquired on first app launch will not be Full Offline OEM

    all licenses are cached to
    Code:
    C:\ProgramData\Microsoft\Windows\ClipSVC\Archive\Apps

I've tried all this a number of times with Nvidia, SoundBlaster Cinema, THX spacial, Nahimic Dragon Center, MSI Center, etc. Most don't work properly in Audit and even as an enduser some only work when the internet is connected.
Maybe the license is verified or something is updated -I don't know.
Nvidia bundles Nvida Control Panel with their drivers.
Unpack "497.09-win10-win11-64bit-international-dch-whql.exe" and you'll find it in the \Display.Driver\NVCPL folder. It includes the Lisence.
If I install it in Audit, as an enduser, it's not available. It either installs itself or I manually install it from the MS Store...
Note the installs are provisioned for all users...

I found that I can’t install in audit mode. Apps don’t show to end user. I suppose the onky wsy in audit mode is to use dism on a offline image and not online.
I use a unattend.xml fike to install all the appx file during oobe phase which install them for all users. Seems to work but internet connection is required on first launch to acquires the license file.

Can I take a backup of that for reinstalling with a custom image?

Yes, I got the Alexa files from adguard & copied the license from C:\ProgramData\Microsoft\Windows\ClipSVC\Archive\Apps.
I remember there were 2 files, I used the file that had
