Is this a fresh install you are trying to do there?

If its not, and you have an existing OS on the partition you are trying to install - that just might be the issue. You may try backing up any data you don't want losing and then obliterate your old partition. Create a new one and give the installation another go o_O

If you are using an autounattend.xml or unattend.xml remove all the answers from the diskconfiguration section, and set <WillShowUI>Always</WillShowUI>... On mine, it would create a 100mb system partition, and it works fine from a DVD/CD, but not from usb... If I try to skip the system partition setup fails and restarts.... So I hope my week of vista torture :wallbash: can help you out!!
