I therefore have a high confidence that this cut version is the original Windows XP DDK ISO.
The junk is mostly zeroes, but there are a few non-zero bytes here and there, which is what's throwing off the CRC-32. So yes, it's padding, but it should be cut away. Also note that CRC-32 can be adjusted on purpose. So a skilled, malicious person may have altered files in the ISO, this is not a guarantee that it's an untouched ISO, just very likely. Won't know for sure until the SHA hash can be dug up from somewhere (Googling it gives no result).

You should be able to use it for XP as well, and since there is a direct download link from Microsoft, you can trust it's original.
