1709 to 1803 fails

    Thanks, but I'm trying to avoid a clean install. I also cannot update past certain versions of Windows do to VPN constrictions that are out of my control.

    Previously I meant doing a repair when booting from media, but that might be unavailable as well.
    I was out of ideas until I saw your new logs - as suspected, you do have kernel filter drivers.
    - uninstall Zone Alarm and other firewalls and antiviruses
    - disable Desktop Bridge filter (and zone alarm's) via admin CMD/Powershell:
    net1 stop wcnfs
    sc.exe config wcnfs start= disabled
    net1 stop vsdatant
    sc.exe config vsdatant start= disabled


    I am hoping that by doing above we're fixing the probably breaking error "Failed to mount WIM file C:\$WINDOWS.~BT\Sources\SafeOS\winre.wim"
    Restart and retry setup with the same launch options.
    No joy? Maybe try /MigrateDrivers none

    1. Are you following the book rules / recommendations for in-place upgrade ?

    2. Can you make a fresh account with admin privileges & try from there ?

    3. Do you make overzealous customization to your installation(s) ? Any particular practice which is causing problems in multiple pcs ?

    the OP should realize that the Home & Pro editions of 1803 went EOL on November 2019 and only the Enterprise & Education editions of 1803 still get new updates and will go EOL on November 2020
