Previously I meant doing a repair when booting from media, but that might be unavailable as well. I was out of ideas until I saw your new logs - as suspected, you do have kernel filter drivers. - uninstall Zone Alarm and other firewalls and antiviruses - disable Desktop Bridge filter (and zone alarm's) via admin CMD/Powershell: net1 stop wcnfs sc.exe config wcnfs start= disabled net1 stop vsdatant sc.exe config vsdatant start= disabled I am hoping that by doing above we're fixing the probably breaking error "Failed to mount WIM file C:\$WINDOWS.~BT\Sources\SafeOS\winre.wim" Restart and retry setup with the same launch options. the OP should realize that the Home & Pro editions of 1803 went EOL on November 2019 and only the Enterprise & Education editions of 1803 still get new updates and will go EOL on November 2020
