I would not go that far. But if you add Windows 95 OSR2.1 into the mix, then you can talk about obliteration in terms of input lag and fps count
playing quake, watching tv, zapping trough windows 9x ui on a 3dfx voodoo 3 3500 - never forget

C is IE4.0 I think so a later build.

 

I would go that far because i said win 10 without optimizations which means without dvr turned off some games turns into windows 95 mode with delay feeling.
