He's either an idiot, or he's wanting you to know something about configuring the machine to respond to Wake-on-Lan (WOL) packets and how to send them, or the obvious answer is: Spoiler Call the remote location and tell whoever answers the phone to turn the machine on.
Not a technical response here - I think he was just testing you to see how you think. Once had a manager whose favourite question was "what is pop4". Great way of picking up bluffers...
