My Sessions.xml has over 60.000 text lines with or without the "OnDemand" (cab). Could it be that the "Langs" (esd) already includes all the "OnDemand" (cab) stuff?
Mine has 106188 lines use proper text editor like Notepad3 or Notepad++ no, they are separate packs i'm not sure what's the issue you have exactly do you want full localization or not? are you worried about size difference or not?

Looks like that's the problem. I tried it now with only 2 localization packs in the ".\OnDemand\x86" folder and then it works.
@Outbreaker The output do not contain any errors (except "Access is denied" for EAlang fonts files) it's not clear why FODs are not added anyway, try attached script
The main problem is now gone, but the packages "microsoft-windows-languagefeatures-basic-*-package-x86.cab" are getting skipped.
