You can use whatever base you want but you need updates integrated if you go above .1 ISO's, I suspect that Windows setup is "removing" the display option in Windows, you need to add regkeys to disable windowscleanupofunusedlanguagepacks to each index in install.wim Also highly recommend you use a untouched ISO first for debugging

You are using a chopped source, real chance that it will never get translated. What language files are using and what script settings?

Note: Mediafire makes for a terrible image host, it does not support embedding. [IMG][/IMG] cannot be used, so, I had to change it back to normal links.
You need to integrate updates aswell if you want it to work properly (you can probably use .1 ISO's or skip winpe/setup language, that could work but i recommend updates)
I’m not installing updates because I need a clean 21H2 IoT system—specifically the Russian version. My current system—the one I’m using for all this—is 21H2 LTSC (Russian); should I perhaps install the original English version to continue experimenting with W10MUI? Also, if you don't mind me asking, where does W10MUI save its log file? Thanks for your answers.
IoT Enterpise 2021 LTSC = 19044.1288 = containing updates, best to integrate the latest updates else the components won't all work properly. Thanks, I was already thinking of using this option if I couldn't integrate a second language into the IoT image using W10MUI. I need a clean, official image, since I subsequently process it with the MSMG Toolkit v13.7 to strip out the unnecessary stuff (Defender, Telemetry, Edge, and a whole bunch of other junk).
IoT Enterprise 2021 LTSC is 19041.1 + updates language packs are alway 19041.1 you need updates to get the updated language components if you want the keep the "official clean" 19044.1288 iso, then re-add KB5006670 only
Set it to "0". Just disable it. Not using it is not hurting you. MSMG is not updated for ages now, and chopping will lead to (future) problems, LTSC is already clean enough.
