With the Windows 8 Pro theoretically isn't needed the two restore procedures, it's for upgrade keys that isn't possible install directly on the installed operating system. Your steps are ok in my viewpoint.

Windows 8 and Office 2013 have the same activation method and is stored on the same place. You only need to reinstall all keys from Office, Visio and Project before the restore and done.
I'm just thinking in a way to integrate the Office and Windows activation backups when the OS detected is Windows 8. Also, the Office 2013 keys can be installed using the SoftwareLicensingService - InstallProductKey Method on Windows 8? 1) I installed windows 8 Pro with wmc key and installed office 2013 and activated it with phone method. 2) Formatted and reloaded windows 8 pro and then used the tool to restore the actvation.It failed and restored the kms activation backup then I installed the wmc key again and when I installed office 2013 it got activated automatically with out need to restore again.
I'm testing some new methods to add the native compatibility for the Windows Upgrade Activations with the Office 2010/2013 support for the BETA 4... The Metro UI mod is for the final version I think.. I'm really worried with the real coding of the modules for an good work.
