    OK, finally some progress.

I got hold of a flash drive with an access LED.
If I put the BIOS file as is, it won't flash.
As far as I can tell it won't even access it(LED blinks once).
Renaming the original file to "VA70HWX64.fd" fixes that(LED blinks for about 5 seconds).
Laptop starts beeping obnoxiously loud for about 30 seconds,
    maybe a minute, restarts afterwards.
All settings reset, seems to have worked.

Next I tried flashing the mods you provided.
Neither the original mod nor the 4mb mod flash.
The access LED is blinking again, so it's being read.
But right when the obnoxious beeping should start, the LED stops blinking
    and the Laptop boots normally.
    No settings reset, nothing.

I also tried a normal phoenixtool mod, without any luck.

Also, why is it that the phoenixtool dosn't recognize the mods as being modded?
The output is the exact same for both the mod and the original BIOS:
    "Complete SLIC (2.1) (INSYDEH2O BIOS ACPI) (x1)
    Pubkey (x1)
    Marker (2.1) (ACRSYSACRPRDCT) (x1)"

Isn't it supposed to be "ACRSYSACRPRDCT ANNI" instead of "INSYDEH2O"?

The first time I tried is from pure dos bootup with USB thumbdrive. Now I tried with the command above I got error message again.

    PHLASH16 [options] [@rspfile] [romfile]
romfile Override the default bios image name bios.wph with "file"
@rspfile Response file containing more options
/A:n 32 bit address where to put the file image.
/B:file Override the default bios image name bios.wph with "file"
    /BBL Program boot block
/BU[=name] Backup flash memory into bios.bak before programming.

There is still a lot in the first part.

    Second part last sentence.

/Mod: filename Update current system bios with the module specific by filename.
/Fbin: filename Update current system bios DMI with the interface file specific by filename, do not need image file.
To update entire system bios you also need the following file:
BIO.WPH (the interface file with the BIOS image)

I did not type the full error message, because is very long.

As with the other mods it's being read, LED blinks for a few seconds, and it just boots up normally.

There is still no too to backup AMD based laptops without windows? FPT is only working on intel machines. So there is NO CHANCE to backup the bios without windows?
