I have an old ASUS Crosshair V Formula. The last bios for it was 1703 (2012/10/24).
I've got a 1TB NVME sitting in a pcei adapter just like you. Installing Server 2012 R2 (UEFI mode), it would see the drive, format & copy across all files.
Upon reboot, it would just go back into the bios. "Windows boot manager" was listed as the 1st bootable device but it wouldn't boot.
I found a modded bios on winraid were they updated the 1703 bios with newer oroms, but there was also this:
    Code:
[Added] - -----> NvmExpressDxe_4 (New feature) Added support for NVMe boot from SSD with PCIe
Flashing this modded bios solved the nvme m.2 not booting...
So I'd think it's an issue with you bios and you don't need drivers...
