This is the scenario. Background: A laptop with Windows 7 Home Premium is activated with a Product Key Windows 10 Pro ISO No OS installation media download is allowed. No third-party HWID tools are allowed. Requirement: Install Windows 10 Home activated with a digital license via MS free upgrade. So, is there any way to do this? What are the options? Thanks in advance.
Weird background requirements, but: Just upgrade using a Win 10 Customer ISO, extract it to a folder and run setup.exe and it should get a free HWID for 10 Home. For pro you have to do this: Anytime upgrade 7 Home Premium to Pro or Ultimate and activate it (when it is a OEM device with a SLIC it will be activated instantly) and upgrade to 10 Pro. For all other scenarios some kind of activation tool or key is required.
But for that, I have to download another ISO. Can't it be done with the Windows 10 Pro ISO I already have? I'm not sure, but maybe conversion, reconstruction, etc. With Windows 7 ISO, you can install other versions by just editing/disabling the ei.cfg.
If you want the free hwid by upgrading 7 Pro/Ultimate to 10 Pro you only need the oem:slp key from daz loader keys.ini file and you can anytime upgrade to 7 Pro or Ultimate, when the win 7 device has a slic for 7 it will be activated and when you next upgrade to 10 Pro it should get a free HWID.
That's correct. But this isn't about Windows 7 Pro/Ultimate upgrading to Windows 10 Pro. But upgrading Windows 7 Home Premium to Windows 10 Home without downloading Windows 10 Home ISO.
You want a pro HWID for free, or you want a Home HWID for free but using a win 10 pro ISO or what? Why not just install 10 Pro and run MAS to HWID activate it, it will be the same as with upgrading an activated 7 to 10.
Windows 10 Home HWID. But I have a Windows 10 Pro ISO, not the Home. Also, unable to download one atm. The reason for not installing Windows 10 Pro because the person getting the laptop wants it with Windows 10 Home.

What's the source of this ISO? Did you make it from UUP dump or downloaded it from some random third-party site?
But are you sure that you know what you want? And what kind of laptop is it, where it is dictated in advance that only the Home version can be downloaded and installed?
I'm sure. It's Windows 10 Home with a digital license. The laptop is an old Acer one, and it's not that important since it's not demanded the Home version. It's what the person who is getting the laptop asks.
Since Home and Pro are the two base SKUs nowadays (rest are virtual) and you can't downgrade from Pro to Home, it's better to grab/arrange a Microsoft-made consumer ISO - as suggested by @Enthousiast. Otherwise, explain the advantages of Pro (or higher SKUs like Education) over Home to your friend and continue the upgrade process.
You can offline set-edition Home or HomeSL to all higher SKUs (online it can be upgraded to all higher SKUs). Pro can online be simply switched to all higher SKUs (Education, Professional Education, ProfWS, Enterprise...). You CANNOT use your Pro ISO to upgrade win 7 Home premium and get a free HWID, that needs an ISO which contains 10 Home. Or simply install 10 Home (or any other SKU) and run MAS HWID and nobody will be able to tell it was not done by upgrade from 7.
